A High level meeting held recently between Education Minister of the state and various stakeholders with the Assam State Primary Teachers Association. The two hour thorough discussion held where 33 main points were discussed. Main points covered in the meeting were the post of head teachers of the schools, the grade pay problem of graduate teachers, Mutual Transfer between the teachers, etc. The media reports comes from the reports that within one and a half month, the grade pay problem of the graduate teachers will be solved and within two months, the mutual transfer of teachers will start.
On June 29, 2021 the meeting held in the Assam Secretariat Education Minister conference hall between various high level dignitaries and Assam State Primary Teachers Association in the presence of the Education Minister of Assam Dr. Ranoj Pegu. Total thirty-three issues were discussed thoroughly in the meeting within two hours.
The Teacher Association facilitate the Education Minister with the Gamosa before the commencement of the meeting. Along with this the Association also provide the handbook of ‘Aims for Sustainable Development-4’ (which is translated to Assamese language), Education-2030, and National Education Policy-2020. The Education Minister assured to discuss the various educational issues during the pandemic period. Education Minister also directed to the officials to conduct the Chief Ministers’ Special Scholarship Examination-2020 after the COVID-19 situation comes under control possible within September-October this year.
News for SSA and State Pool Teachers
In the meeting decision is taken that the agreement copies of teacher under the Sarba Siksha Abhiyan (SSA) and State Pool schemes will be provided within a month. Along with this decisions is taken to provide the grade pay issues of the state pool teachers which was not provided under the agreement rules within one month. Officials are instructed to prepare a blueprint for the contractual elementary teachers under the state to provide the experience marks like high school contractual teachers in the regular teacher recruitment process. Moreover, regarding the balance amount of 5% arrears salary of the contractual teachers, officials are directed to discuss it with the Finance Department to resolve the issue as soon as possible. Education Minister assured in the meeting that he will discuss with the Chief Minister of the state Dr. Himanta Biswa Sarma regarding the teachers demand to provide salary to their dependents until retirement if any contractual teacher deceased within working period.
The Education Minister takes two months to resolve the issues of primary schools head teachers post and grade pay of graduate teachers. He also stated that he will personally contact the Finance Department for the approval of the pending file regarding earn leave. Dr. Pegu also instructed the officials to resolve the issue of the teachers who does not get their salary due to some technical issues. Moreover he also assured that the matter of remaining school for overspecialization will be finalised soon. Teachers who appointed in the year 2006 in the districts of Barpeta, Goalpara and Dhubri are facing some salary structure problems. In this regard the Education Minister directed the respective officer to solve the issue very soon.
The mutual transfer of teachers in the state is closed till now. It will open within 45 days, said the Education Minister. He added that Single Teacher Schools and the Schools without a teacher problem will be solved by the District Committee. The various vacant posts of Block Elementary Education Officers in the department and their promotion will be completed by new appointments.
In the discussion, the teacher association demanded to supply shoes and socks, sweater, raincoat, construction of boundary wall of all primary schools, special allowances to the schools completed 50 years of Golden Jubilee etc. from the academic session 2021-22. The minister also directed the respective officials to discuss the issue of time-scale payments of the teachers with the finance department.
Related to NIOS D.El.Ed Certificate
The minister also accepts the proposal of the Teachers Association to re-examine the amalgamated schools. Some teachers after having 50% marks in Higher Secondary examination, did not get their D.El.Ed. Certificates from NIOS. In this regard, the Education Minister directed the Principal Secretary to contact the NIOS head office situated at New Delhi.
Finally, the Education Minister said that he will meet the All Assam Teachers Association every three months and discuss the issues related to education. He also wished that the Government schools will fairly compete with the private schools to develop the educational environment of the state.
Dignitaries from All Assam Primary Teachers Association participated in the meeting were sitting President Anowar Hussain, Principal Secretary Ratul Chandra Goswami, Vice-President Subrata Dhar, Assistant Secretary Jyoti Prasad Baruah and All India Teacher Association member Ajit Kanikar. Officials from the Education Department participated in the meeting were Principal Secretary to the Education Department Kalyan Chakraborty, Joint Secretary Mochukund Gogoi, Deputy Secretary Anuja Bhuyan, Primary Education Coordinator Bijoya Choudhury, SCERT Coordinator Nirada Devi, Executive Coordinator Dhruba Jyoti Das.
